Should governments consider other financing mechanisms as part of their disaster management framework or is CCRIF enough?

CCRIF’s policies do not obviate the need for Caribbean governments to continue to invest in mitigation activities and in other financing mechanisms to cover relatively small losses that occur more frequently, such as flash floods, tropical storms and heavy rainfall. CCRIF provides a cost-effective solution for just one part of the larger comprehensive disaster management (CDM) process.
