Assignment Title: Consulting Services for a Firm to develop a Ground Rainfall Database for CCRIF SPC and implement a web platform for real time data exchange.
Reference No: 2 – CCRIF SPC - XSR Ground Data for the Caribbean and Central America
The Consulting Services (“the Services”) is for the development of a database of ground rainfall measurements for the Caribbean and Central American countries as well as to implement a web platform for real-time data exchange.
The assignment is composed of the following points:
Component 1 a) Data collection;
Component 1 b) Development of a historical geo-database;
Component 2 Web platform development. Component 2 will be undertaken by the firm only if there is a determination by CCRIF that it is feasible to include the data into the XSR model based on the requirements outlined above
CARIBBEAN: Anguilla, Antigua and Barbuda, Barbados, Belize, Cayman Islands, Dominica, Grenada, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, The Bahamas, Trinidad & Tobago, the Turks and Caicos Islands plus the British Virgin Islands, Montserrat, and Sint Maarten
Nicaragua, Panama, Honduras, Costa Rica, Dominican Republic, Guatemala, El Salvador
The suggested team composition includes:
- Team Leader (10+ years in hydrological or meteorological field).
- Meteorologist/Hydrologist expert (PhD).
- GIS and WebGIS expert.
The firm must demonstrate, in a well-detailed proposal, the following:
- Team members with excellent analytical skills, and ability to prepare professional narrative reports summarizing observations and conclusions in English; and
- Experience and knowledge of the Central America and the Caribbean context.
The services are expected to commence in October be 2019 upon execution of the contract and the expected level of effort (LOE) is 5-months. The specific dates for deliverables will be agreed by contract. The specific dates for deliverables will be agreed during the negotiation of the contract.

CCRIF SPC now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff etc.) demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested firms are required to declare conflicts of interest.
The shortlisting criteria are based on the above listed Required Qualifications and Relevant Experience.
The Firm will be selected in accordance with CCRIF’s Consultant’s Qualification Selection (CQS).
