A magnitude 5.4 earthquake occurred at 15:57:20 (UTC) on 30 October 2023, 4.4 km (2.7 mi) ESE of Hope Bay, Portland, Jamaica; 16.7 km (10.4 mi) ESE of Port Antonio, Portland, Jamaica and 26.6 km (16.5 mi) SW of Constant Spring, St. Andrew, Jamaica. Initial estimates from the United States Geological Survey (USGS) located the epicentre of the event at 18.190°N, 76.607°W, and at a depth of 10 km (6.21 mi).

This event briefing describes the impact of rainfall on Panama, which was associated with a Covered Area Rainfall Event (CARE), on October 21, 2023. The Rainfall Index Loss (RIL) for the Covered Area Rainfall Event was below the attachment point of the Excess Rainfall policy of Panama, and therefore no payout is due to the Government of Panama.

The final runs of the CCRIF tropical cyclone loss model for wind and storm surge produced government losses for Saint Lucia, Dominica, Montserrat, Antigua and Barbuda, Saint Kitts and Nevis, Sint Maarten, and Anguilla. However, the government losses for all seven countries were below the Attachment Point of the respective countries’ Tropical Cyclone policy.

This event briefing is designed to review the modelled losses due to wind and storm surge due to Tammy, calculated by the TC component of CCRIF’s fisheries model for Saint Lucia, to be analyzed with respect to its COAST policy. Saint Lucia was the only CCRIF member country for which the CCRIF fisheries loss model for wind and storm surge (i.e. the TC component) produced government losses due to Tropical Cyclone Tammy.

Grand Cayman, Cayman Islands, October 20, 2023. CCRIF SPC made two payouts totalling US$3.4 million to the governments of Antigua and Barbuda and the British Virgin Islands following Tropical Storm Philippe. Philippe made landfall on Antigua and Barbuda on October 2nd and passed near the British Virgin Islands on October 4th, causing heavy rains and flooding in both countries. CCRIF made payouts on these countries’ parametric insurance policies for Excess Rainfall as follows:
