Request For Expression of Interest - Placing Broker - August 2026

CCRIF SPC is a registered legal entity domiciled in the Cayman Islands, which operates as a risk pooling facility, owned by Caribbean and Central American governments. CCRIF SPC offers parametric insurance designed to limit the financial impact of catastrophic tropical cyclones, earthquakes and excess rainfall events on Caribbean and Central American governments, as well as water and electric utilities, by quickly providing short-term liquidity when a policy is triggered. 

CCRIF now invites international reinsurance broking firms to express their interest in providing Placing Broker services to CCRIF SPC.   

The principal responsibilities of the Placing Broker include implementation and administration of reinsurance and other risk transfer mechanisms. The Placement Broker also is responsible for obtaining the best reinsurance pricing and terms and conditions – in accordance with best reinsurance market practices – for the Facility on behalf of its constituent Segregated Portfolios.  The Placement Broker will be responsible for all aspects of risk transfer to the traditional reinsurance market and/or alternative risk transfer markets. 

The Placement Broker will report ultimately to CCRIF’s Chief Executive Officer. The Chief Risk Management Officer oversees the work of the Placing Broker with respect to the development of the company’s annual risk transfer programme and the execution of that programme. The Placing Broker will interact periodically with the Board of Directors and the Risk Transfer and Underwriting Committee of CCRIF SPC, The Placing Broker will be selected in accordance with CCRIF’s Procurement Guidelines using the Quality and Cost Basis Selection process.

Interested firms must provide an Expression of Interest (i) indicating that they are qualified to perform the services and (ii) an overview of the firm including:  

  • Company profile and history
  • Ownership and corporate governance structure
  • Evidence of licenses to place reinsurance and capital markets risk transfer instruments in all global markets.
  • The number of permanent staff
  • Names and profile of key person(s) to be designated to the portfolio
  • Level of Professional Indemnity Cover held by your firm
  • Financial Stability
  • Alignment with CCRIF’s Reinsurance Strategy Objectives and reinsurance goals 
  • Track Record of Performance
  • Experience of Placing Broker
  • Technology, data and digital capabilities
  • Reputation and Rankings

Interested firms are required to declare conflicts of interest.

Expressions of interest must be submitted via email to: procurement@ccrif.org before 5pm Cayman Time on 27th August 2026.

Email receipts will be issued for all submissions meeting the deadline.

All firms expressing interest will receive a response from CCRIF, via email, during the week ending 11th September, 2026.

Shortlisted firms will receive a request for proposals (RFP) at that time. Firms will be shortlisted based on relevant experience and technical competence.
